North Korea also has one block it "borrows" from China:

Should you decide you wish to block North Korea, the networks above include all the non-proxy networks available to North Koreans.

Is it possible to get a CIDR list by country containing the aggregated results for each country with out manually downloading the list for each country one at a time? I see that I can download the non aggregated results this way, but I would like to further reduce the number of records per country.

On Thursday February 20, 2014, Country IP Blocks will be migrating to a new base of datacenter operations. The migration will take place between the hours of  12AM-8AM EST. We will be introducing a new membership for those interested in obtaining a daily updated ACL of countries on the Comprehensive OFAC list. This list will be made up of countries that are a part of the comprehensive sanctions program as managed by the Office of Foreign Asset Control. We are creating an OFAC specific ACL in all the various formats we offer.

This membership will start at $259 annually per firewall/server and should be of special interest to banks, financial institutes or anyone doing business electronically outside the United States.

Due to the incredibly high level of malicious attacks originating from within China we are offering a free .htaccess Deny file with all networks allocated and assigned to China. As a courtesy this list has been aggregated, reducing it size by approximately 25%. The list was created on April 4, 2103 at 10:31 AM GMT -0700.
